Payment pulled from bank acct but no PayPal receipt
So I had a payment pull from my bank account but there is no receipt and merchant never received money.
i can't withdraw the money from PayPal balance to my card .
i am trying to withdraw my money in the paypal balance to my bank account or my card . i do both of them and always denied ! . as well i can't find anyway to contact with PayPal , the chart is always no agent is available !? this is the transaction...
